D5 lead terminal development proposals in the original Concept Review masterplan in 1996 leading to D5's realisation of the 1st and 2nd packages of terminal development and the associated site and airfield development up to 2001.
Following significant changes within the aviation industry post 2001 and the subsequent government white paper on the future of the aviation industry in the UK in 2003, D5 were again commissioned in the consultant team to develop elements of the current masterplan. Initially preparing the development plan for the Elmdon site for all non-terminal area support services, new air traffic control tower, fire fighting control, fuel farm and future possible terminal, the commission was expanded to develop the public consultation information for the full masterplan. Following public consultation, D5 were retained to develop the final masterplan proposals to reflect the public consultation outcomes and business plan drivers.
